This is a wonderful and simple tutorial for making a candle in PSP. It was written for PSP 7, but other than not having the 3D ORANGE tube installed (I had 3D Gold), I found it to be fast and fun! I attached the 3D Gold tube in case you don't have it. Move it to your tubes folder in PSP...

This tut was not animated. I took this tut a couple of steps further.
Before you place the flame on the wick of the candle, open a new image the same size as your candle image, transparent. With your Picture Tube set to flame, scaled at 50%, stamp several flames on the new image, making sure they don't overlap.
Use the selection tool to draw a selection around one of the flames. (I used a blue background so you could see the illustration. It's not necessary.)
Edit > Copy
Paste the flame as a new layer in your candle.
***Tip... I used my eraser tool in a couple of spots to erase bits of the flame that were too long to work with the candle wick.
Use the mover tool to position the flame where you want it.
Select a different flame from the variety you stamped and paste flame #2 as a new layer on your candle. Move it to above the first flame.
Select flame #3 the same way and paste it as a new layer of your candle.
I learned that the tube used to make the candle does not have solid edges and will look jaggy if it's made into a transparent gif, so I added a new layer, moved it to the bottom in the layer palette and flood filled it with a solid color. Choose a color that you will use as your background in a webpage or stat.
Hide all three of the flame layers. If you want to add accents to the candle, such as the holly, do so now.
When you have embellished your candle the way you want it, with the flame layers hidden, merge the visible layers.
Unhide the first flame layer.
Launch Animation Shop.
Edit > Copy Merged.
Right click on the workspace in Animation Shop - Paste as New Animation.
Back to PSP. Hide the 1st flame and unhide Flame #2.
Edit > Copy Merged.
Right click on the first frame in Animation Shop. Paste > After Current Frame
Back to PSP. Hide Flame #2, and unhide Flame #3.
Edit > Copy Merged.
Right click on the 2nd frame in A/S. Paste > After Current Frame.
Edit > Select All
Animation > Frame Properties.
Change the frame properties to 25 - to slow the flickering of the candle.
View > Animation
You can resize your candle now, if you want.
Click back on the frames view. Animation > Resize. Resize your gif in small increments multiple times instead of one large change.
View > Preview in Web Browser.
This animation is small in size, so use the maximum colors to optimize your ani.
If you are satisfied with your flickering candle, save it as a .gif.
