The floral bouquet is unknown, size and color the way I received it.
Materials needed:
*Paint Shop Pro
*Sinedots 2 - The zip file contains a file called PSP_PluggersPresets.cfg. Make sure it is in the same folder as your sinedots filter.
*A pretty tube of choice - This tag lends it well to misted tubes
*Accent floral tube of choice
*Text art, text brush or font of choice.
You can download the materials I used here.
New image 500X500 pixels, raster background, transparent.
Open your tubes, use Shift+D to duplicate both tubes. Close your originals. Minimise the floral tube.
Pick a dark and light color from your tube for foreground and background. I used #9c6b43 for the dark foreground and #d6bd9c for the background.
Choose the foreground/background gradient - Linear, Repeat 4, Angle approximately 110
Floodfill your working image with the gradient.
Effects > Plugins > Dragonfly > Sinedots 2 -
If you haven't used Sinedots before, you will need to open the .cfg file to bring up your presets. Click on Open at the bottom of the screen. Browse to the Sinedots folder and select PSP_PluggersPresets.cfg. Click OK. Click the dropdown arrow next to the blank window to find a list of presets. Choose: gwv-Aurora-Borealis Preset. Change the color to one similar to the brighter of the two you picked from the tube. I used: #6b3717. Change the blend mode to Screen.

Click OK.
New layer. Floodfill with your gradient again. Repeat the Sinedots effect and keep the blend properties on SCREEN. Change the layer properties to Luminance (Legacy) and lower the opacity to 46 or less.

Layers > Merge visible
Resize your tube so that it fits easily into the image... see my example.
I resized the tube to Width 348, Height 289.
Copy the tube and paste into your image as a new layer.
Use the mover tool to drag it down toward the bottom, fitting it around the pattern in the background. Reduce the opacity on the tube layer to give it a mistier effect - determine how much to adjust the layer by what looks good to you. I used 80%.
Select your floral bouquet accent and resize it so that it will fit into the picture proportionately.
If you use your own floral bouquet:
Image > Greyscale
Image > Increase Color Depth - 16 million
Colorize to match your choices of colors.
Left click on the color you want to match in the material pallet. Note the numbers in the H and S boxes.
Adjust > Hue and Saturation > Colorize
Copy the bouquet and paste into your working image.
(I used a rose bouquet that I duplicated, mirrored and rotated slightly and 'fit' together in a arched cluster. I cut the hummingbird from the second layer so there was only one bird and stem.) In the illustration below, I colorized the duplicate to show the position and what I erased.

When you get the tube sized and pasted as a new layer, duplicated and arranged the way you want it, hide all the other layers and merge visible (just the layers you made your bouquet from.)
Unhide the other layers.
Move the bouquet layer to below the lady.
With the bouquet layer selected in your layer pallet
Layers > Arrange > Move Down
Lower the layer opacity to 80%.
I used a tube of text art for the text in the image - colorized to the dark color in my material pallet.
Copy and paste it as a new layer.
Use the Mover tool to adjust the position so that it shows the way you want it. Use the raster deform tool to stretch or contract it to fit the way you want it.
(You can use a text brush, on a new layer, black, stamped and positioned where you want it or add your own text if you like.)
Layers> Merge All
Image >Add borders. Size 3, Color, Bright red or green - any color that contrasts with your background.
Select your border with the Magic Wand using these settings

Floodfill with your gradient.
Select None
Image > Add borders, Size 5, Color, bright red. Select with magic wand and floodfill with a dark color from your image - I used a charcoal grey #232323.
Select none.
Add borders, Size 3, select border, floodfill with your gradient.
Export your tag as a jpg... Compression 8.
