Materials needed for this tag:
PSP - I used version 9. This should work in versions 8 and above. I don't have the means to test it in 8. I used scripts that came packed with PSP 9. If you do not have these scripts, you can download them here. Unzip them to your Restricted Scripts folder.

Cybia Edgeworks is a free plugin that can be found at: http://www.cybia.co.uk/edgeworks.htm
A photo with a simple background works best for this tag. I used a photo I found on MorgueFile and reduced it to a smaller size to work with. The photographer's name is Phaedra. Visit her photo directory here.
Always remember that these tuts are guidelines and examples of one way to apply the plugin - play with the plugin and settings til you find something you like.
Open your photo in PSP.

Use Shift + D to duplicate it and close your original.
Resize it to your preference.
Layers > Promote Background Layer
Layers > New Raster Layer
Layers > Arrange > Send to Bottom
Select a light color from your photo. I used #fcf0bf.
Floodfill the bottom layer with your selected color.
Select the photo layer.
Effects > Plugins > Cybia > Edgeworks
using these settings as a starter point. You can play with the settings for many many effects. I liked the look of this one, so it's the one I used. Click OK.

Lower the opacity of the photo layer to approximately 70%.

File > Script > Run > Airbrush and Ink.
(Note. My scripts are set to run without verifying each setting. If yours opens settings windows, just press Enter for each one.)
This script will merge all the layers in your image. Not to worry. It's supposed to.
File > Script > Run > Photo edges.
This script creates new raster layers as it applies a mask to your image and creates a white background layer.
Select the group layer.
Layers > Merge > Merge Group
Effects > 3D effects > Drop Shadow with these settings.

Select the bottom layer and floodfill it with whatever color you want to edge your tag with.
Add a text message and your signature and you are done!
